Reports or Downvotes : Which play a major role in content moderation?

Just my observation. Correct me if I'm wrong.

In recent days, I observed that downvotes play an important role when compared to reports. Some days ago, @MrCoder posted a thread asking for downvotes. Almost no one reported it but it got deleted. And recently, @Rrestoring Faith posted a thread asking for reports. Many of us reported it but it's not deleted.

So, instead of reporting, we can downvote a post for content moderation, right?

Reporting issues notifications to higher moderators for post review, while a certain amount of downvotes within a short period should trigger auto-censor to await post review from mods. Methinks the best way is to do both, downvote and report.
