CSS is used to enhance HTML
Javascript is also useful for advanced visual action.

Graphics libraries are not language dependent.

You can use one GUI library in multiple programming languages.
I guess most simplest is tkinter.
For more professional work you could use GTK and Qt.

You can use almost any programming language to use these libraries.
Python is one the easiest.
