Why semantic html elements are not used much nowadays

Question

I inspect webpages to learn more html but often i dont see tags like <article> or <nav>. I noticed they are most likely in classes.

In my opinion this makes web pages structure to look bit messy. So i wonder why semantic elements are not used usually.

I'm not sure, but I think it's for that other devs won't understand how the website is made so that you won't copy it's best abilities and codes
Or, because they were made first with older versions of HTML and used classes to replace them as semantic tags didn't exist, then migrated to HTML5 or still using the older versions

I realized one reason might be that people use no code / low code tools.
