Can I learn programming on a mobile phone only?

Yeah, it's what I kind of did with python. I learn python with SoloLearn on my phone. I tested their java course and that works the same as well. SoloLearn have the compiler for you. As long as you have the compiler to run the code, you can play with the code and learn it.

You can start off here, but for java I don't think the compiler will render anything complex. Though you still can learn game developmment with js here since it is browser based. I wanted to do game developmment on my phone as well, but not with Unity, it's too much for the phone to handle.
