CSS is like an interior decorater in the sense that: You use it to style the WebPage, It's what makes the site look good.

TL;DR: You need HTML to build the site then CSS to make it look nice.

The web development fundamentals course is an updated version of the separate HTML and CSS courses. I would start with that course and follow the lesson plan. It will show you when you need to go back to HTML once you get to the CSS part.
