Depends on the type of application. You can install Termux. It is essentially a Linux server in your pocket. The usual web development packages are available, like Node.js, Python, PHP, databases. There is a C compiler.

You can install openjdk-17 and gradle in termux and compile lightweight android projects

Edit: I stand corrected Mirielle 's suggestion seems like a great fit. If you need a second device you can ask a family member or try at a library if you have that resource around.

Unfortunately, you cannot make an app with a tablet at the moment. You will need some kind of PC or Laptop to be able to use Android Studio which is for the production of such apps.

In the meantime, you can use this platform to brush up on either Kotlin or Java (I'm biased towards the former) which is what you'll need to create them.

For application development you need a plateform where you can write code like For iOS development you need xcode which u can't use in tablet same for Android applications you need Android studio which is quite popular.

Or ask your parents for a small laptop I found one for 99.99 and its runs like a dream
