Which laptop is better for programming HP or Lenovo brand ?

The brand doesn't really matter. What matters is the performance. For learning purpose, anything is fine, you can learn coding on a $15 Raspberry Pi. If you work with 3D graphics or with data science, a video card (GPU) may be a good investment. If you need to replicate a large application system locally on the development machine, then a powerful CPU and lot of RAM would be needed, that's comparable to the server running the same code. The brand doesn't matter. Even picking an operating system has more significance. And that's up to particular taste mostly; for developing desktop applications in C#, generally Windows might be preferred, in any other situation Linux. Many developers use MacOS these days, but it is only viable with Apple hardware so not really an option here.
