How to get date_oper which star_or_space column is null, using function

I have calendar table with two columns star_or_space and date_oper

In star_or_space column weekends (Saturday and Sunday) marked with star sign, date_oper column is contains one year ahead date with day, month and year

How to get April's first working day from current date according check calendar table's star_or_space column if star_or_space is null or star_or_space <> '*' in April give that day
