Are rules for posting questions in Q/A changed for languages other than English?

I saw a question in German wich was deleted soon. Perhaps author deleted it because of downvotes or it was deleted by mods. I've seen discussions in Arabic, Polish, Japaneese, Slovakian or Slovenian (sorry if I called them wrong in English), Russian before... I wanted to answer that Q. in German after I have translated it (if poster could communicate in English then I'd be interested in that topic), but oops... :-( Update: Oh, that q. is still in my clipboard! "Wer mag mit in mein Java-Projekt einsteigen?"

@Illusive Man Exactly, other languages are definetly allowed. A question shouldn't be reported if 'not English' is the only reason. Your submission sounds good, it'd be fun to implement that. But SoloLearn may have a long list of suggested improvements ^^

why not provide at least Google translated var if that's necessary eg. Russian and English ver side by side in one q??? btw I don't get why ppl keep reporting/downwoting those... yes, English is lingua internazionale, but that doesn't mean that the usage of other languages is prohibited and should be "corrected" Update: just read "SoloLearn's Content Creation Guidelines". Nothing about English-only posting rules.

I'm with luka. I sometimes translate questions to check if it violates the guidelines (if not, then I don't report it). Anyway, I try to encourage ppl to ask in English (by using a translation tool), because it is the common language here and attracts more answerers. I can't speak for other mods though.

all languages are welcome there is no rule that says we must post in english

@Ildemar Urietta, sorry, but I'm not asking what I could and what I couldn't. Question was posted not by me. I'm asking about rules. Can question be banned only because of language other than English. So please, if you want to answer, you are welcome. (Do I look like those who don't understand that English is the communication language in worldwide IT community at all?) :-(

How is that possible that I don't see posts/answers of some user? The one that insulted me (may be thinking that I was trying to insult him, but I cleared that out, that I wasn't against him or against his country). Now he hided his messages from me as I see... (there are people answering him, but I can't see his answers, but have seen his "Question" about YouTube video). Is it a kind of moderators privilege? Or does that "Block" option in menu when you opened user account hides your messages from "blocked" user? Can you see messages of that blocked user yourself?
