In a file system a relative path is specified in relation to your current working folder, e.g., navigate up two folders from where you are in the hierarchy and then down into another specified folder. It could end up in different locations depending on where your working folder is and what device you are on. An absolute path specifies the entire path with device plus the full hierarchy. Your current location has no bearing on locating the folder.
