Can you give me a code that could output the following part of the site: there is a large picture, it is completely inserted into the block on the site, but we do not see the picture completely, but only a small piece of it — the middle. There are also 4 control buttons: up, down, right, left. By clicking on them, we move around our big picture, but we still see it only partially, to where we transferred our view using the control buttons

You could accomplish this, yes. We are not going to write it for you though. At first thought, I think if you have the picture but then have another image that represents your viewport over it. Move the viewport around. The viewport would be a square or round shape with a hole in the middle. Just adjust it's position and clip it. That will create the effect.

You might have to code it in assembly but it depends in which existing function you will make the decoder , also i guess the cpu and the gpu gives the options automatically ,depends if the enterprises of the chip like each other
