I would say the best would be C# with the help of SQL (using LINQ).

With the introduction of Entity Framework life will be like a walk in the park. the initial stage of learning EF with the help of C# might be challenging, but once you have the knowledge, you can build on a lot of things. with C#, you can also use ASP.net for your front end.
