they both are sql. only difference is the server on which the database is hosted. MS SQL Sever is by Microsoft and its licensed. MySQL Server is open source and its free. You can use the same commands. they both use the same queries

if you do not use .net, just consider use Mysql, it's as powerful as Ms sql.

technically yes. but most of websites use only MySQL and it's enough
