What is the complete , whole system of a cellular device based on , in saying this , is it direct current or alternating ?

A cellular device is usually battery powered and uses low voltages. Involving AC in such a device would increases electromagnetic iterfearences, hardware complexity, designing and production costs...
Can programming change it? no!
if you are interested in cellular devices there are some cheap GSM SOC available to be controlled via a set of AT commands from the serial port.
they are a good entry point, for beginners.

I'd say its direct because the voltages are minimal, but are you sure you want to ask this question in a programming app? It looks more like electronics.

Well, if you ask that you could also ask how the electrons behave in a transistor, but in my opinion its not suitable for this.
