Is it better to enroll for one of the courses here before starting to learn it at school or at any other institution?

It's just like going for a headstart. Just one thing don't confuse yourself from topics you learn here and what is taught at school.

School has a prescribed curriculum. there are so many things you will learn here that you may not be taught in schools. and so much to learn in school that you may not find here. Just don't confused yourself

For web development and design I recommend courses on w3schools.com. If you learn at least basics here or somewhere else online, you will save yourself from struggle in beginning of school. So yes, it is better in my opinion.
