Personal preferences:

For phishing, web languages (like HTML and CSS) are nice, though not necessary.

For modifying already-made software to fit your needs, Mesaploit was written in Ruby (so I've heard).

For D-DoSing, or simply DoSing, the program hulk.py was written in Python.

For general purpose, you can use Java, C++, or C (though I personally recommend the first two more; C is on it's way out.)

For data stealing, PHP and SQL always help.

Basically, the more languages you know, the more Swiss your army knife is.

I would recommend to first get to know frameworks and tools like Metasploit, nmap, wmap and so on. If you know the tools and you want to dig further check Keto Z's comment.
There are plenty online courses (even for free on youtube).
