It's not. There are still schools just barely getting into technology or don't bother using it for better things. My high school today (recent hs grad) still doesn't have a CS class even though they've been "thinking about it" for oh so many years, said from my Stats teacher. My high school has several classrooms full of iMacs that we don't even use. We also have SMART Boards installed into most of the classrooms, and I bet almost all the teachers don't know how to use it. I've seen all my teachers use it as a whiteboard, but never as a smartboard. hah.
Forget programming, getting people to touch technology is the bigger dream. My parents still think after all these years, that the only thing I do on the computer is play games. My mom still doesn't really know what the Internet can do even though she has a smartphone. The only thing she does is usr WeChat.
Technology gets a bad rap because it's associated with games, and generally people see games as a waste of time, useless or just not fun at all.
