first thing first :
You should thing about the funding. Your web will need Server to run and that is not cheap. i think you can write your proposal to some starting company investor. if you are planning on developing first funding later, you will be kicked out by bigger start up. and the way they do it is by "stealing" your idea and concept after observing you humble web. at least that is what i learned in Startup Evolution in Silicon Valley.
