Well, it depends pretty much on your purposes and programming languages. For beginners I would advice any online compiler/interpreter such as SoloLearn code playground. If you want to write something more complex or something that can be used as a final product then depends on languages. Visual Studio is great for Windows, though it takes much disk space and requires quite powerful PC. If you are a Web developer, then Adobe Dreamweaver will be a great tool for you
