There is quite a bit of history to this term. Originally, hackers were the people that liked to mess around with computers, who tried to show their cleverness by working the rules of the system. If they found an issue, they told the developers, but didn't do more than practical jokes with it, typically. Then came the more malicious people: invading systems, breaking things, creating worms/viruses, etc. These people started to be called hackers, much to the annoyance of the former group. There had been much debate about the terminology (hacker/cracker, white/black hat, etc). Mostly, however hacker has taken on the negative connotation, because it was easier to ignore the subtleties when reporting on incidents. and hacker was the word that caught first in the larger collective consciousness. So watch the context of the usage, but generally hacker has come to mean a bad guy with a computer, and those are the types of people who made cyber-security necessary.
