Different cases different answers.
The easiest may be Logo, a programming language for kids.
And the second one Assemble, 10 mins to learn, but 10 years to get used to it.
For easy task, maybe Python works well, but not means easy to get managed.
Programming is not only the Language.
Somehow, C# maybe a good language for working under Windows. Microsoft build a great MSDN for it, really awesone library for learning.
However I love C++ the most.
