How do programmers create new languages?

Question

1.I mean, since the computer was built based on few kinds of languages
it will only know those kinds of typing & formulas(crushed with codes it didn't know )
Is there any system for coders to create new rules in their codes that the original language they're basing on didn't have?

2.Since we have to practice Java, Python, C.... in different "playgrounds"
How do they create these things if there's nothing in the beginning?
