If I were to guess, maybe renderware for the main creation.
Could really be anything for sound, graphics, animations, and modelling. I'd imagine whatever the more prestigious / expensive one is what they use hah.

GTA vice city was programmed in C++ and maybe another language too. But make games like GTA requires an engine. There's many games engine that you may use. For example unreal engine, crytek, unity etc
