What is the best way to design web application?

i need to design web app having database connectivity. should i go for php or advance java
for servlets, jsp ?

Use php. It's way faster to develop web apps on php.
As for design, I would recommend to try different frameworks (Symfony, Laravel for example) they already got everything that you need to develop different apps fast and simple. Of course, to use them you should know php.

I would use ASP. But yeah PHP is also good.

You can use Firebase, just data access it using rest api method.
