Well a lot goes into ethical hacking, and not all of it is programming related either, there's a lot of networking involved. For example, there's penetration testing which many pre-developed tools are used for, such as nmap and metasploit. Also, there are a lot of free ethical hacking courses at www.cybrary.it which teaches you how to use these tools, so check them out if it's a field that interests you.

Maybe a mixture of SQL, C#, PHP, HTML, Javascript, How to use the proper tools, Basic, C++, a course on Security at University or really expensive College, a degree in Computer science and a ton of experience
