you could also use the value in the href attribute to navigate to an element on the current page (ex: at the bottom of the page you could have a "scroll to top" link)

or if u don't want it to navigate to anything
<a href="javascript:null();">my link</a>
or you could even do inline JavaScript
<a href="javascrpt:alert('hello world');">click me</a>
