Можно. Скачай компилятор (например, GCC) и компилируй у себя на машине оффлайн.

I try to compile code in code playground with out internet connection and sololearn display request for internet. So, this App does not support offline compiling or saving code on phone storage... He do it on his servers. It's sad. If any who have experience with App on iOS for compiling c++ offline or online remote access to Visual Studio from iOS, please, write here. Thanks.
