What's the difference between a programmer and a coder?

HTML, for example, is a markup language and not a programming language. If a person codes solely in HTML, and another person codes in C++, both of them are coders, but methinks only the latter who codes in a programming language can be considered a programmer. A programmer creates programs. A coder writes codes (which may not be part of a program).
