Just depends what I'm doing.

You can't go wrong with Visual Studio. It's just a solid IDE with many add-ons/features/support/etc... for most languages. I also use brackets/web matrix if I'm working on web stuff, and I use MonoDevelop when I'm messing around with Unity.

All of the above are free or have free variations, so you can't really go wrong with testing some out and seeing what feels best -to you-.

Well, i'm going kinda old school but I use vim and a good old bash shell to develop. Hard to learn but once it's done, it's very enjoyable
