I'm 40 yrs old with very little computer skills and I would like to develop educational apps for my kids , is Java a good place for me to start

First: the age it's just in the mind.. Don't let that stop you!!!... Second: I think Python it's a better place to start for a new programmer and has lots of "out of the box" tools... but as you are thinking of developing educational apps for kids feeling that you have very little computer skills, it's going to be a very uphill road to follow with whatever language you choose, in particular if you want to develop apps with rich visual interfaces (like I would like for my kids, depending on their ages of course)... Nevertheless, go ahead and try the courses. You will find a lot of help here. I also will recomend you to check a computer language call "Scratch". It's really awesome for teaching kids to program in a 100% visual way. It may help you too to start in this adventure as it's very intuitive.

Java is a great language to learn. you can also use html to make quizes. you can find many tutorials on youtube, that teach beginners like you to learn how to code. And in todays world, it great to learn code, maybe get your kids involved, its great to learn when young :D

You should go to udacity.com and search for "android app development for beginners". It's a free course and you don't need any programming knowledge to start.
I was able to complete the course in 3 days. and at the end of the course you'll be able to build android apps.
