Why are there more than one progarming language, instead of a universal one?

Because they are used on different platforms, by different people, for different reasons, with different expectations.
And even some in different "actual" languages.

Having one language do all this, would be almost impossible. And in the end, the language would be far too complex

Because of deficiency in some programs...Some programs are lot more easier than others.
