Algorithm, as it is the nearest from human language. The lower level a language is, the nearest it is to computer language (Binary). The higher level a language is, the nearest it is to human language.

what do you mean by highest language? what i understood is that- There are many languages for different purposes for Web development primary languages are HTML, CSS, JAVASCRIPT for front end though JavaScript can be used for backend using Node.js framework and for backend mainly PHP, Python, Ruby,Java For Machine Learning, AI and Big Data Analysis primarily languages used are Python, Java and R. Today Python is most favorable it can be used for multiple purposea and there are many libraries are available for Real Time Applications i.e. for ML and AI

There are many proramming languages that are so small that no one has ever heard of them. I can therefore imagine, that one of those is the highest level. As for the popular ones, I would think that python is higher than Java, though I may be mistaken.
