What's Android emulation software which has Anonymity network's capability similar to TOR?

I'm not merely asking "ordinary" Bluestack alternative, but I'm asking for Android emulation software which have Anonymity network's capability similar to TOR, Please take attention to the Question title and these descriptions. TOR and ordinary VPN provide differentiated services, so I don't like to rely on ordinary VPN to keep my anonymity. Care to elaborate? If you don't log into any service; Use VPN, Tor, with cookies & javascript disabled. Use a private search engine like Start page for proxy on a virtual OS like qubes with location services disabled. It's possible to be anonymous to a certain extent ( you can even use some public WiFi to mask your activity from your service provider for maximum anonymity).
