I want to ask this question: Is it possible to use HTML to create games and application.. if YES what are the resources to do it and what level does someone need to attain before programming games and applications with html

If you use HTML solely no it's not, but HTML is part of the components to create games and applications.

Try learning some other languages like Javascript, CSS, Swift (iOS)to know how to do so.

Well Yes It Is Possible to Create Games With HTML But it will not be called a game , until you add some CSS and JavaScript to beautify it and make it responsive.....
