In dual boot why we have to install linux before windows or why i cannot install linux after windows installation ?

I usually install Linux after Windows because the Linux bootloader (GRUB) works better.

Use virtual box or live usb if you don't manage to set up a dual boot.

You can boot off of a Live USB, resize the Windows partition and install GRUB.
