Why scope resolution operator works in TurboC but doesn't work in Codeblocks in C program?

Question

I tried the following code which is an example of shadowing process in both the IDE's. But it works fine in TurboC but it doesn't work in Codeblocks.

int i=1;
int main()
{
int i=2;
{
int i=3;
printf("%d", ::i);
}
return 0;
}

This is a C program. It has been saved using .c extension.
