Do you know about 'preact? Is it the best way to a web app in 2018?

If your web apps has a lot of Javascript code interaction, preact.js is a good choice.

I am planning to make a sports ranking. The user would add his points. The app must use device cameras too and send push notifications. I only know html, css, javascript, ember and react. Do you reccomend preact, react js and native, or pwa compiled as native?
