How do people create coding languages?

Question

I've always wondered, and I've never really found a straight answer, but how are coding languages made? With so many methods and functions and logical things in code, it seems crazy to think how it could've been created. I've heard of assembly being used for it, and I've heard of languages being in development, but how?
