What is best language to start with once you are finished with HTML, CSS & JS? Is it right to start Jquery and bootstrap?

yes it's right because jQuery are Js library when you ended you will be able to creat a html Css Js bootstratp website

Personally I feel that html and css are best to start with, but it's all a matter of opinion and what you want to do.. It's good to know a little of everything though in my opinion.
