do you know how GUI windows created?
well, when company developing an operating system they're developing a API for their os, this API has functions of creating GUI in their operating systems. now, most of the companies creating their lib for C and assembly.
and all the programming languages has been built on top of C/C++ and little bit of assembly.

so the conclusion is programming language is written by c which os API is written to, so yes, you can create GUI apps with c++ / c and assembly.
