Also if a language has less developers, they should be paid more.

I agree with Insight, if you get to learn Cobol (very rare and surprisingly still needed), and demonstrate that you are good at it, I'm sure you'll get a very well paid job, but again, offer and demand. No matter the language, the market values preparation (in some countries, sadly) and experience, which is translated into successful projects you've worked on.
