VS Code is a really good general purpose editor. You can install extensions for lots of programming languages.
Specifically for web development I can recommend Adobe Brackets, a free editor that supports html, css, js and php, and even a live preview.
Other free choices are GitHub's Atom editor and Notepad++.

I would say Atom. Ive used a bunch of editors the last few years Sublime is great and so is VS Code. I love Atom personally. In regards to learning web development Id check out freecodecamp.com and codeacadamy. First comeplete all web related courses here. Best to stick to Html and css. And Boostrap which is amazing and very useful in web development. Once you get the hang of it, come back for Jquery and Javascript. i wouldnt try to learn them all at once
