Are you going to do it from scratch or just want the dummy layout which can be further reuse ?

If you going to do it from scratch, take a screenshot of web.whatsapp.com and start making it on any Editor or IDE with the help of HTML, CSS and JavaScript.

and if you want it instantly. Just open view-source:web.whatsapp.com or simply open the webpage in inspect mode and copy all the HTML and CSS only and paste it in your local HTML and CSS files. After that start managing the broken elements, layout or links.
