It depends upon the host and what level of access you have or what they permit. Personally, I would invest in a VPS instead of shared hosting. That'll give you full access to the server and you can use whatever you want on it. As well, it's cheaper than a dedicated server.

It just depends upon the company hosting the VPS. It varies, so you'll want to shop around and compare prices between hosts. I had a lot of luck in the past with AWS Lightsail and it was affordable. They offer a trial to test it and I believe they also have a Free Tier program so you can use it for free under certain circumstances; look into that.

What programming language were you trying to use on the server? If it's something that's included with most web hosting, then you may want to go with web hosting instead of a VPS. If the web hosting already permits what you're wanting, then you can sacrifice access/flexibility for more affordability.
