I don't understand the layouting of web page. I want to understand the layout in phone and pc.

There isn't a definite design that most websites follow, but what I would suggest is to try looking at different websites and their source codes and try to take inspiration from them. Because web development is so open and requires quite a bit of creativity, there are so many different things that you could do to your website, so drawing inspiration from different websites that are already finalized could be your best option for figuring out what you want your web page to look like.
