Range with three arguments used only for numerical values or not?

range = range(start, end, steps)
start= number it starts counting from
end= up to what it counts
steps= steps it might take,
range(0,10,2) = 02468

if ingrement than range take 3 argument
i .e range(starting no , end no , ingrement)
e.g range(1,10,3)
its output will be 1, 1+3=4, 4+3=7, answer
7+3=10 which is excluded
