If you are talking about inbuilt methods in java like
parseInt() : it converts its parameter(string, float) into integer.
parseXML() : reads data from XML.
In general parse means a process of converting code from one form to another. When your program is being compiled, software component of compiler called parser, converts high level language such as java, c, c++ code to low level language such as assembly language.

Mostly you parse strings like "I am a String" like:
var str = "I am a String".split(" ");
so that you get an array like this str = ["I", "am", "a", "String"] so you can interpret it in your code.
Or in C# you can parse a string containing a number like "5" to an int variable with:
int b = Int.Parse("5");
