Do we need to add javascripts & CSS for our basic HTML website making project?

I am a Grade 9 student but our sir said only basics....

Add any features you like for non school projects, but for school projects just follow your teacher instructions, I think your teacher doesn't know you can do more than the basics, but it's also possible that your teacher just wanted to make an equal learning phase level for all the students (following curriculum guide).

depends on what you need to do, are there animations on the website? gradients on divs? are you using plugins? are there colours? data being handled? do you want the site to be responsive? depending on your answers then you may or may not need css or JavaScript

but if it's just a basic html page that you want to display elements, you don't need JavaScript, but you may have to use css to style what is displayed unless you just want everything to stack.
