No, not a must, but it is definately recommended as what Antonio stated as :
1. Interacting with others
2. Important keywords are in english(U.S)
3. Most codes around the world are in english.
But why it is not a must? Because programming tools have setup for different languages too. But sadly, the keywords are still in english even if you set it up to different language. Therefore, it is highly recommended that at least you learn simple english.

A basic knowledge of English is more than enough.

Yes!
All the keywords are in english and learning to "read it in english" is the simplest way to understand the program.
There are also many other reason:
- english is the commontongue of programming: documentation, examples, blogs, research papers;
- you can interact with other fellow programmer all around the world (ex: I'm Italian and I'm NOT a native english speaker);
- english is very useful even outside the programming field;
- etc. etc.

No. While it's true that knowing English helps you to absorb information faster (by associating keywords to their menings) you can still learn the function of those by memory, so it is not mandatory. A programming language is a language itself. It is based on English (that's why I do recommend you to work on yours anyway), but its also independent. In any case, with knowing only the traducción of those keywords you are ready to do anything.

No , you don't need to fluent or master in English but one thing is important that is logic. how you apply given controls and use it for your purpose that depends on your logic if that clear then programming is easy thing for you
there are some simple English word nothing more then it.
I hope that my ans help to solve your confusion

Programing is just like maths
In maths we have to learn formulas in order to solve a problem.
In programming language we need to know the syntax.
