The answer to the first question is what SoloLearn recommends to beginners... Python is a very good start for general programming... But web development can be very fun so you might want to go with HTML first... Welcome to SoloLearn and have fun!

If you do not understand it here then try course on YouTube (prolly it is more defined on videos). Try with something like "c++ for beginners" on YouTube, or "python for beginners".
